Formats a GTF file for use with iCount sigxls

`Name`	`ICOUNTMINI_SEGMENT`

Input 2 channels

#1 tuple

`meta` map	Groovy Map containing sample information e.g. [ id:'test', single_end:false ]
`gtf` file	A GTF file to use for the segmentation `*.{gtf}`

`fai` file	FAI file corresponding to the reference sequence `*.{fai}`

Output 3 channels

#1 gtf tuple

`meta` map	Groovy Map containing sample information
`*_seg.gtf` file	Segmented GTF file for use with iCount sigxls `*.{gtf}`

#2 regions tuple

`meta` map	Groovy Map containing sample information
`*_regions.gtf.gz` file	Regions file for use with iCount sigxls `*.{gtf.gz}`
